The True-Answer National Lottery: A Free Market Solution to Terror

Tension was in the air. Millions were watching from home, on what became known as the Freedom Channel (where the anti-terrorist lottery program is promoted with the continuous subtitle: Even if you lose, you win). No less than a dozen 8-man teams had taken up camp that day on the televised airfield. Earlier in the day, some of these teams were seen showing off:

-The Boeing team—skeet-shooting with their remote-controlled, flying, attack drones. One skillful controller even made his drone circle the skeet twice before blowing it to dust in mid-air (at which instant the onsite audience—no less the folks back home—jumped to their feet in confident, ecstatic amazement and cheer).

-The Lockheed-Martin team—playing tic-tac-toe on the ground, using hand-held, optical targeting devices, uplinked to orbiting, satellite-mounted lasers (truly showing off the "what is possible to man"—regarding remote control).

But later in the afternoon, the time for showing-off had faded out, and all eyes had turned upward, to the tower where there was found a digital display: 900 ... 901 ... 902 .... All at the field had become silent, in a motionless stare on that slowly-changing number, which represented the payout, in millions, for finding and incapacitating the target—Osama bin Laden.

Without taking his gaze off of the display, a team leader raised his hand high in the air. His team tightly gripped their EMP rifles in charged enthusiasm. The leader's eyes were filled with fiery intensity, and his mouth opened wide to let out that aggressive shout, that inspiring command, as he forcefully swung down his arm. And his men, in violently synchronized motion, shouted at the top of their lungs as they charged into their C-130 plane, confidently shaking their rifles up high in the air. The number on the digital display read 911.

Seeing these men charge into these flying machines, equipped with what man's mind had made possible, and with the conviction of safe-guarding both freedom and future, the people at the field were taken over by a frantic, contagious, victorious awe. The people viewing from home, with lumps in their throats, were in those breathless, gushing tears that only the sublime can bring out in man.

As the roar of the planes receded, the saluting crowd gradually disbanded, knowing that it could be several days, or even several weeks, before hearing anything about the whereabouts or progress of these teams. The number on the display, even before the echo of the planes had died out, as if fueled by the planes' thrusters itself, had sharply bolted up to 1000.

A radio communication from the airfield was played on the loud-speaker in the planes: "That's a billion, guys! The last 89 million within the last 30 seconds!" The emboldened exhilaration of the men in these planes was so thick it could've been cut with a knife.

The leader of a particularly well-hedged team stands up in the plane and calls for an equipment check from his men (illuminating the creative power that is only optimally unleashed by free market mechanics):

-The purpose (of this vision) is to provide a contrasting, middle alternative to the other 2 available visions, which exemplify polar opposites to each other: conventional war (as it has always been practiced in history), and Jim Bell's "Assassination Politics" which can be found here

-There are 4 sub-optimal dynamics with the conventional war approach (as it is currently exemplified)—which are largely averted by my proposed alternative:

1—thousands of involuntary extensions of military service (ie. coercion)
2—some ineffectiveness regarding the eradication of terrorist leaders, such as Osama bin Laden
3—unnecessary hampering of the US economy
4—unnecessarily high loss of innocent life

-Basically a to-its-logical-conclusion democratic anarchy, there is a fundamental error built into Bell's Assassination Politics: There is nothing to prevent it from degenerating into a tribalistic, Hobbesian mob-war of all against all (i.e., it is one of the most dangerous ideas ever put into words)

-My name-choice for the anti-terrorism lottery illustrated above is TRUE-ANSWER: the "Thompson Revolving-lottery for Underwriting Executions—Aimed at Non Statist Ways to secure Ethical Republics" national lottery

-To recap, this vision combines the best of both extremes of freedom and power, while balancing the powers of state and individuals. Conventional war is too State-enhancing (inherently growth-hampering) and Bell's alternative is too Anarchy-enhancing (inherently security-hampering)
