Tax them none and if it cannot be stopped, applaud those who can skip out on this nasty scheme of extortion of some people by others, not condemn them.

I think fairness is a combination of a couple other virtues, to be honest, one being benevolence, since the act of being fair requires one to be benevolent as well. The other virtues that may be involved might vary from context to context, but none the less, I always think fairness must be tempered by its primary 'source' virtues, otherwise it's only fairness to your peril.

Benevolence has nothing to do with it - 'fairness' is an attribute of the virtue of justice, which is an application of the virtue of honesty, which itself is a virtue derived from where all virtues derive - rationality....

Further, it must be clear that justice in no way intimates equating with egalitarianism -which, far from being the paradign of justice, is its antithesis... and as consequence, merits nothing of mercy - which is unearned leniency - as opposed to forgiveness, which may be earned and thus deserved...
