Whatever this article proves about Greenspan, it is further evidence that the New York Sun is perhaps the premier News Paper in the United States.

Maybe some temporary tax breaks instead?  That would be giving them their own money back, and while technically not something we should do - better than cash payments and much harder to use fraud with.
