Here is the original blog from The White House:

http://www.whitehouse.gov/blog/Update-on-Recovery-Act-Lobbying-Rules-New-Limits-on-Special-Interest-Influence/

It is not that long.  Just read it for yourself.

Every administration is a mixed bag of unsorted premises.  Both of the Bush administrations and the Reagan administration persecuted entrepreneurs.  The Clinton years had their highlights.  This so-called restriction on free speech is hardly that.  But make up your own mind after reading the source material.

"First, we will expand the restriction on oral communications to cover all persons, not just federally registered lobbyists. For the first time, we will reach contacts not only by registered lobbyists but also by unregistered ones, as well as anyone else exerting influence on the process. We concluded this was necessary under the unique circumstances of the stimulus program."

And the fairness doctrine, FCC Localism policy and the diversity of opinion regulation for radio, the bill before congress to give Obama the right to shut down the internet, the talk in congress about bail-outs for newspapers....

All they have to do is phrase their control of the media as part of their crisis control or support of PC policies or fairness and the main-stream media will roll over with hardly a whimper. And watch what happens when the New York Times gets ready to declare bankruptcy.... TARP funds to the rescue I'll bet.

"Following OMB’s review, the Administration has decided to make a number of changes to the rules that we think make them even tougher on special interests and more focused on merits-based decision making."

Tougher on special interests? Yes, the groups receiving the bailout money are SO not special interests.

"merits-based decision making"? Yes, politicians handing out money based on perceived political advantages is SO merits-based.

/sarcasm

The doublespeak (and the assault on the remnants of the Bill of Rights) continues.

(1)  The White House is restricting unwritten input from lobbyists (or anyone else).  Anything you want to say to the White House, put it in writing.

(2) The White House will decide with whom they will initiate contact.

I know how you all feel.  I understand completely that it's time we...

.... stop!  Hey, what's that sound???

<Everyone look at what's going around.>

Strange, but I find little comfort in that interpretation, Mike.
