| | The Doctor says this as he prepares to depart from 1941 war-torn London. It impressed me as a gratuitous plug for welfare by script writer Steven Moffat.

I considered it especially ironic given the role of Bismarck's welfare state in precipitating the events leading to the rise of Hitler and his attacks on England in the first place.
