The Doctor says this as he prepares to depart from 1941 war-torn London.  It impressed me as a gratuitous plug for welfare by script writer Steven Moffat.

Can anyone make sense of this?

I considered it especially ironic given the role of Bismarck's welfare state in precipitating the events leading to the rise of Hitler and his attacks on England in the first place.

It's typical BBC propaganda piping up in an otherwise fun soft scifi show.
