The theory of social loafing explains inaction on this. When there are a log of people around everyone thinks that someone else will do something.

Objectivists in particular were pretty vocal about defending Microsoft during the anti-trust investigation. Somehow, Michael Milken slipped past the radar and certainly Martha Stewart did.
