Carl, you are quite right to question the quotation from Rand. It is very confusing. However, I don't believe that Rand, in a calmer moment, would have defended the idea that we all bear responsibility for our political system. I believe it was said in the heat of the moment. It contradicts too much that she said elsewhere and that she wrote to be her authentic view.
I say this also because of my long-time association with her, during which I never heard her state or defend such an idea, and in fact she said to the contrary many times.
