Medicaid is a separate program from medicare. Currently it is the fastest growing entitlement program. He would take the money that the Federal government currently spends on Medicaid and send it to the individual states and they would then have the responsibility for administering the program. And they would also have the right to modify it. His position is that the federal government has no constitutional right to be involved in this program and that the state governments would do a better job of fighting waste, fraud, and malingering as well as finding better ways to deliver the care. In the end, the assumption is that the taxing for the medicaid would also shift from the federal government to the state governments and then the federal government would be out of medicaid altogether and each of the states would do as their people mandated.

Medicaid is the United States health program for certain people and families with low incomes and resources. It is a means-tested program that is jointly funded by the state and federal governments, and is managed by the states. It covers people of all ages. http://en.wikipedia.org/wiki/Medicaid

Medicare is a social insurance program administered by the United States government, providing health insurance coverage to people who are aged 65 and over; to those who are under 65 and are permanently physically disabled or who have a congenital physical disability; or to those who meet other special criteria like the End Stage Reneal Disease program (ESRD). There is no income or wealth test to be covered. LINK
