What libertarians used to cite as redux examples of governmental intervention has now become a reality. A society that has no concept of individual rights and does not think in terms of fundamental principles is lead inevitably down this garden path. When dictatorship comes to the U.S., it won't be in the form of a sudden revolutionary coup, but by small incremental steps, like the frog who is cooked by a very gradual increase in the temperature of the water.

Given the context of the statement.

In essence, what Bloomberg really said is "if government's purpose isn't to restrict the freedom of its citizens, I don't know what its purpose is."
