At least in the current circus process.
No, if I truly had my way(as Emperor for a day)then all of our public office candidates would be chosen from a randomly selected but vetted/qualified pool -- just like jurors, who make life and death decisions over their peers on issues central to our joint freedom. If that anonymous selection process is good enough to take away people's freedom and put them in jail, then it is good enough to oversee the plumbing of state and paint the double lines fairly down the middle of the roads. It is only the current political bias -- our process actively gleans paternalistic megalomaniacs preeningly trained in inbred places like the Ivies-- that results in emperor wanabees making more out of common government than it was ever intended to be in a free nation.
Because the very first sign that someone is ill suited for power over others is that they seek that power, and that is a flaw in our present circus tent.
