I don’t get it.

It sounds impossible and silly—but why is it funny?

And it’s not impossible, if the old jail is large and the new one will be small.

Must be missing something.

New Zealand? Whew! Frankly, I was beginning to wonder if anyone else spoke Portuguese around here and translated this thing from Brazil's Secretary of Public Security.
