It says here that the breast-barers might be dubbed "sex offenders."

That depends on the breasts. I suppose we'd have to see the evidence first.

Effectiveness - that is contextual, and the context is California. But it is a completely effective way to make sure that one's protest will not be exploited in Islamist propaganda...
