What exactly is a "public health intervention"? That sounds like the kind of activity that bans smoking in bars. And trans fats in restaurants, and soft drinks in school cafeterias, and high fructose corn syrup as an ingredient, and . . . you name it.

True, and did you notice the needless duplication of agencies? They were able to create six separate agencies to deal with the issue of minority health, which shouldn't have required even a single separate agency. What's next, a separate agency for left-handed seniors with red hair? Oh, wait, it would have to be several different agencies handling the several different health problems afflicting left-handed seniors with red hair. The mind boggles at this kind of fiscal extravagance and irresponsibility. But that's exactly what you get when you treat the Constitution as a dead letter with no practical limitations on the government's power.
