Prager is an altruist, but I'm not sure he really knows what he's doing (might be just an arrogant, deluded soul). Toohey, on the other hand, knew exactly what he was doing:

Locked on the inside of a Protestant work-ethic paradigm, Prager is reacting to the hippies of the 60's and 70's, who have an unhinged sense of entitlement stemming from an unearned self-esteem. Of course, the right idea is to earn your own self-esteem -- and Prager does seem to be evading or denying that aspect of reality. Even still, I'm not sure he knows just how evil his idea is.

Perhaps I'm being too generous. Perhaps knowing exactly what you are doing (ala Toohey) isn't required for being judged evil. Perhaps just being wrong -- in some cases? -- is enough to be judged as evil. It's tricky.

Prager is using the same definition used by the people who showed that criminals have a high self-esteem: self-esteem means feeling good about yourself. That's the Stuart Smalley approach.

Whether a man feeds you arsenic by intention or incompetence, you are still just as dead.

The future hasn't yet arrived. :-)
In the world of the future, children will be taught the basic dynamics of self-esteem and the power of living consciously and self-responsibly. They will be taught what self-esteem is, why it is important, and what it depends on. They will learn to distinguish between authentic self-esteem and pseudo-self-esteem.

To be more specific, that definition is not feeling good about themselves, but REPORTING that they felt good about themselves, whether they did or not. Roy Baumeister, the person who did the study of criminals asked them to fill out a questionnaire that asked a few questions where they could report if they felt good about themselves or not. Those who said they did were considered to have high self-esteem. Anyone with even a modicum of commonsense recognizes that some of the people with the lowest self-esteem work hardest to deny that - like say, sociopaths! There is a strong anti-self-esteem movement that arises from the religious community - which is Prager's ideological base. Real self-esteem doesn't work well with humility and blind faith.

The article is correct about the silliness of the 1986 surge of legislation and school policy regarding a very mistaken ideas regarding the source of self-esteem and the techniques that would work to create self-esteem. They were well-meaning but clueless. It drove Branden nuts to see the idiotic approaches taken to raise self-esteem - and harm was done.

But those who are religiously motivated in the attacks on self-esteem will never recognize that. Instead they will revel in statements like this, "High self-esteem in children does not produce good character, and in fact is likely to produce a less moral individual." They remain ignorant of the understanding that high self-esteem is a product of moral behavior and good character. It requires the practice of integrity, personal responsibility and honesty (among other characteristics).
