That's a good point. There are mile posts along the road to totalitarianism saying where we are. And when the 'rulers' pass laws to give themselves privileges that set them apart from the rest of the citizens is one of those mile posts.

Another view that is very similar is, "What things must be done by would-be dictators to pave the way for totalitarianism?" Do they need to raise a quasi-military force? Like Hitler's Brown Shirts, or Iran's Revolutionary Guard, or Mao's Red Guard?

Both of those views are scary in light of what we have been seeing from the progressives and this administration.

Congress always exempted itself from the draft.  Until 1994 federal workplace safety standards didn't apply to them.  Federal employees have their own pension system and are exempt from Social Security.

They were under the old Civil Servant Retirement System (CSRS). They are not under the more recent Federal Employee Retirement System (FERS) which took effect in the late 1980s. Federal employees under FERS pay Social Security and collect from it.
