I think he is not referring to a person, but rather the concept of liberty--which is often personified as feminine (for example, the Statue of Liberty is a woman).

Great poem! It's refreshing to see an Objectivist value lyricized well. I'm used to hearing all sorts of nihilistic and/or depraved lyrics in my dorm hall, and so at times I wonder if my values could be expressed in poetic form. Thank you.
