Unless and until both the government and the legal system protect themselves first, how can either one protect even one baby, never mind their citizens? And that makes the duty of each and every citizen it the inevitable to protect both the government and the legal system from themselves, the sooner, the better. All 6 billion, and still counting, people will still refuse to do their duty even now (in 2006) as back then (in the Dark Ages of the Sages and Kings). Guess when? Guess why? Just try. Thanks.
