If this was rephrased as "A minarchist government is founded upon the principle of securing our rights, not to make us morally good, however much in practice this principle is virtually certain to be gradually corrupted, and regardless of whether this is principle is understood by modern liberals or by modern conservatives."

... then I would agree with it.
