This is something very few people understand.
As is often the case, the people who are deprived of their property are reimbursed by the government. However, this reimbursement was, of course, taken from somewhere. So the quote still applies.
It is, however, important to note that slavery is obscured and hidden by this reimbursement.
Since those deprived aren't yet wearing chains, few people think of this as slave labor.
Also, this wealth transfer can be easily sugar-coated if it is discovered.
