I just invented a conspiracy hypothesis.
Obama wants secret police and domestic spying (all totalitarian dictators want secret police and domestic spying*), but CIA Director Leon Panetta doesn't want to infringe on people's privacy/liberties to that totalitarian extent. FBI Director Robert Mueller is okay with infringing on people's privacy/liberties to that extent, and so is General David Petraeus.
That explains, in a nutshell, why Panetta has got to go when he should be staying, why Mueller has got to stay when (by established law**) he should be going, and why Petraeus has to be pulled from the field and into the office.
