I just invented a conspiracy hypothesis. Obama wants secret police and domestic spying (all totalitarian dictators want secret police and domestic spying*), but CIA Director Leon Panetta doesn't want to infringe on people's privacy/liberties to that totalitarian extent. FBI Director Robert Mueller is okay with infringing on people's privacy/liberties to that extent, and so is General David Petraeus.
