| Article I, Section 9, Clause 8. No title of nobility shall be granted by the United States: and no person holding any office of profit or trust under them, shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any king, prince, or foreign state. The Nobel committee is appointed by the Norwegian parliament. The award, presented "in the presence" of the King of Norway, the monetary award, and the gold medal itself, are an impermissible gifts under the Foreign Code. As a standing president, Obama cannot accept the award. Neither is it his to donate to charity, since he must accept it to donate it. | ||
