Arguments on Health Care Reform Law before Supreme Court

Arguments before the U.S. Supreme Court on the health care reform law start tomorrow. There will be three days of arguments. The court has framed four main questions to be addressed.

Can the court rule on the merits of this law before the mandate and penalties take effect?

Is the mandate-provision of the law constitutional?

If the court finds the mandate-provision unconstitutional, can the court strike only that provision or must it invalidate the entire law?

Is Congress empowered to require states to choose between complying with provisions of the law or lose federal funding for Medicaid?
