But one assumes that these two facts are joined with "but" in a single sentence for an reason. The only reason is that the post office, which is a strange quasi-governmental agency, and those who lost the 90 million credit card numbers are private organizations. So, the implication is what? That it is better to have all organizations be governmental? Why would anyone write that, here on RoR?
