Besides the obvious (well, perhaps not so obvious to the pastor) double entendre, we have the allegory in domination and submission of "topping from the bottom" where the submissive (on his/her knees) controls the situation dispite the dominants advantages in freedom of movement, action, and potential control. The submissive's power is subtle but absolute. At any time the submissive can end the game and move on. The dominant recognizes this and submits to this power for his own pleasure, evermindful that there are limits that must not be breached.
In society, the people are submissive to government, but the real power is with the people. Government that is not mindfull of this arrangement or attempts to dominate too harshly will discover where the real power lies, much to their sorrow and ruin.
