Love it. There's so many ways to apply the concept, especially here in Michigan:

Dear Michigan Human Services Department,

Three of my neighbors receive a check from your department every month because they don't work. One also receives food coupons.

I would like to get into the "money and food for nothing" business. I currently labor 50 hours a week, and am very tired of it.

Thank you.

Exactly, Teresa!

If the government pays you for not working, does that mean that the more you don't work, the more you get paid? I guess it would, which is a perfect reason why it wouldn't pay you to find work, if you can avoid it and are satisfied with the money you're receiving.

It is an economic truism that unemployment benefits perpetuate unemployment, for it turns out that when they're about to expire, unemployment goes down, as people hurry to find a job, knowing their benefits are about to end.

As a joke, it's rather funny.  As a reality of things, it's rather sick.
The idea of "getting something for nothing" makes me wanna roll Newton over in his grave for him. I've written several papers for school debunking silly notions like welfare and the like.  I wish I had come across this letter to only reinforce my point of how goofy and manipulatable (word..?) such systems can be.
Either way, if this letter was in fact sent to the office, I would very much cherish the look on the face of its reader.  I always find it amusing to witness the bright dawning of "Oh dear, I'm an idiot" on someone's face, even if it's my own. Bahaha.
