| | Just a comment. Among the motivations to relocate are the "government assistance and incentives" offered by other states. A promise of lower taxes now sounds good, but those promises run out. The same is true of other exemptions. I understand that lower taxes for you are good for you. But taxes pay for services. So, the state promises services at lower cost (or no cost) to some businesses, and other businesses and individuals will pay the bill. These are not even ballot issues, but bureaucratic decisions to "pick winners" as a result of direct lobbying by companies.
Still, shopping for geography - voting with your feet - is a good solution.
