I might vote for it ... if they repealed free speech for 'less-than-intelligent-noise-makers'  ... guess it will be the other way round ;)

actually I wouldn't ... anyone even less intelligent than such speakers who actually believes such 'not-quite-understandable' utterances deserves whatever they'll throw at him ... the danger is not in the speaking, but the listening and believing ...

that might be an amendment worth considering: 'Thou shall not believe nonsense!' :D
