I would suggest that it means that an accent is an impediment to communication, but not to thought.

It could also suggest that one is thinking as a human individual, rather than the tribalisticness of accents in speaking.

I think you all intellectualise too much. He means what he says:-).

I find it interesting because I share the same experience- I don't have an accent when I think in Spanish, but do when I speak.

Why is that?

I was thinking that perhaps he meant: 

"I may not speak your language clearly (I have an accent), but I do know what I'm talking about (my thoughts are clear)." Sometimes people assume that if you don't speak a language perfectly you are an idiot, even though it may not be your native language.

However, David, your simple answer is probably the correct one.  :)  Also, I do think with a French accent -- your post brought that to my attention.
