This (radio) commentator said these words -- or something extremely similar to these exact words -- a few minutes before the presidential address. Because it's a live audio stream, I am unable to verify the exactitude of what was said. I am also unable to verify the identity of this male commentator (yet).

How come enlarged government is considered a de facto success (rather than less government)? What would motivate someone to say that bigger is better with regard to government? What kind of virtues would that kind of a person have?

The purpose of government, despite others to the contrary, is 'to rule' - hence the bigger the better...

I guess the same kind of person that considers morbid obesity or ventricular hypertrophy to be a great boon to health. Hey, maybe we have the birth of a new term there. "political obesity" or perhaps "regulatory hypertrophy".

Mrs. Johnson (stepping on the scale):
What's the verdict, Doc?

Doctor:
You know, Mrs. Johnson, when you weighed in last month at 300-lbs, I have to be honest with you when I say that I really didn't think that you could get much bigger than that -- but this month you weighed in at 345-lbs! In other words, in just one month, Mrs. Johnson, you managed to expand yourself by 45-lbs (15%)!

Good for you, Mrs. Johnson. That's a real success. Keep pounding the concentrated, empty calories of candy and soda pop and -- if you're lucky -- you may be able to hit the big, four double-zero in another month!

:-)
