The posted "e-mail" sounds so thoroughly preposterous that evidently Monbiot created it as a joke, e.g.:

The co-operation of these governments requires unflagging effort. The capture of George W. Bush, a late convert to the cause of Communist World Government, was made possible only by the threatened release of footage filmed by a knight at Yale, showing the future president engaged in coitus with a Ford Mustang. Most ostensibly-capitalist governments remain apprised of where their real interests lie, though I note with disappointment that we have so far failed to eliminate Vaclav Klaus. Through the offices of compliant states, the Master's third grand law has been accepted: world government will be established under the guise of controlling manmade emissions of greenhouse gases.

This searchable link does not contain the cited e-mail.

I think Monbiot was trying to drive home via absurdity the fact that this is not some kind of global conspiracy.

If I am stating something that other readers found obvious, well ... Happy Thanksgiving Day, not April Fool's Day!

I found a different quote posted on another site (wattsup), and followed that link to Monbiot's blog, and posted the quote from there.  You're right, Luke, it is ridiculous.

Our co-option of the physical world has been just as successful. The thinning of the Arctic ice cap was a masterstroke. The ring of secret nuclear power stations around the Arctic Circle, attached to giant immersion heaters, remains undetected, as do the space-based lasers dissolving the world’s glaciers.

This appears to be at best a prank, something like what you might see in "The Onion."

At worse, it might be an attempt to discredit any AGW skeptic naive enough to seriously quote the "money shot" remark without reading farther on and seeing that these are preposterous statements. That is, perhaps it is a sarcastic pre-rebuttal of the efforts to undermine AGW theory based on the UK scandal, by revealing some of those skeptics to be credulous fools, and then fallaciously presenting them as representative of the rest.

The climate stuff aside, the guy is pretty interesting.

His activities led to his being made persona non grata in several countries[5] and being sentenced to life imprisonment in absentia in Indonesia.[6] In these places, he was also shot at,[7] beaten up by military police,[7] shipwrecked[7] and stung into a poisoned coma by hornets.[8] He came back to work in Britain after being pronounced clinically dead in Lodwar General Hospital in north-western Kenya, having contracted cerebral malaria.[9]
In Britain, he joined the roads protest movement and was often called to give press interviews. He was denounced as "nothing but a bandwagoner"[10] and a "media tart"[11] by groups such as Green Anarchist and Class War.

 

Any one of those would have been enough for me...  well except for being denounced as a media tart... can't get enough of that, you know...
