Actually, you can leave the country without the permission of the federal government. Went to Tijuana recently, and there is an unguarded one-way gate into Mexico at the border.
Getting back into the U.S. from Tijuana, however, requires passing through some pretty rigorous screening of IDs.
Went to Canada recently on the road leading to Vancouver, and back through a road at the Idaho border, and entering or leaving via either of these main roads requires passing through security screening. Crossing on foot elsewhere along that long largely unguarded border, however, would be considerably easier than along the Mexican border.
