| | When asked to identify a “major problem” with the federal government, 70 percent went with “wasteful and inefficient,” while only 52 identified with “too big and powerful.” Those numbers, of course, are subject to a bitter partisan divide: 70 percent of Republicans said the government being “too big and powerful” was a major problem, compared to only 34 percent of Democrats. Likewise, 81 percent of Republicans see the government’s wastefulness and inefficiency as major problems, compared to 58 percent of Democrats. One complaint which predictably has more Democratic subscribers is the idea that government “does too little for average Americans”: 63 percent of Democrats see it as a major problem, compared to 50 percent of Republicans.

This is a mixed bag. It is not a matter of equivalency whether "people" are angry because the government does too little or not enough.
