California, a state with such natural and man-made beauty, run by a bunch of morons. You couldn't pay me to live there, and I'm sure California has a program for that.

The Soviet Agriculture model of protection: everyone pays into a common pool according to ability and then you get as much as you think you need.  All officers are equally certified by state law to meet strict inflexible government standards ("civil service").  They get paid the same regardless of their productivity.  Action is always directed into the past to remediate injustices (rather than proactively preventing losses).  Rank is by seniority with the youngest (cheapest) officers released first, there being no actual merit system.  I could go sixty pages on this.  The fact that they have a paramilitary structure with chevrons and bars means that ultimately, they are an occupying army and their nominal clients are now insurgents.  (Seems the rebels have taken the field.)

This was inevitable.

Coupla things to keep in mind:

1. Police chiefs and police unions routinely make threats like this at budget time, just as the USPS routinely threatens to stop Saturday delivery.

2. Something like half the items on the list wouldn't bring the cops out anyway.  Identity theft?

Thanks for the reminder, Peter.  Googling "Oakland police layoffs" returned this story from July 11, 2009.

In fact, according to that story, police departments across the nation were downsized as a result of shrinking city revenues.
