The Soviet Agriculture model of protection: everyone pays into a common pool according to ability and then you get as much as you think you need. All officers are equally certified by state law to meet strict inflexible government standards ("civil service"). They get paid the same regardless of their productivity. Action is always directed into the past to remediate injustices (rather than proactively preventing losses). Rank is by seniority with the youngest (cheapest) officers released first, there being no actual merit system. I could go sixty pages on this. The fact that they have a paramilitary structure with chevrons and bars means that ultimately, they are an occupying army and their nominal clients are now insurgents. (Seems the rebels have taken the field.)
