Stossel is absolutely correct. As for now an idea would be to allow pupils to choose which public schools to go to allowing for more enterprising schools. The schools are paid by the government for every pupil they attract and possibly more for pupils with higher grades/ standardized test scores .
Eventually this would give way to total free-market schools as the government would cut funding to waste tax money elsewhere causing the schools to make the students pay themselves. Feel fre to expand on or tear this idea apart.

Ah, I do believe you don't understand the bureaucratic mindset. It is the schools whose pupils have lower scores that obviously need more money and so they would be the ones who would get it.

Government bureaucracies operate on the basis of need, not merit. Don't expect government "educators" to participate in their own destruction.
