I think I read it or something like it in "The Great Reckoning" by James Dale Davidson and Lord William Rees-Mogg.
But I don't think they originated it, either; there is a good discussion of 'megapolitics' in that book, they discuss why crime is always with us.
I went back and looked, but can't find a quote. That's an old chestnut, don't know where from, I might have heard it years ago, just don't remember the source.
